Alaa Hussein Mohsin Al-Kazzaz, C. Eng., B. Law, MASCE | Procurement & Contract Management Consultant

Backed by expertise within the realms of engineering and law, Alaa Hussein Mohsin Al-Kazzaz, C. Eng., B. Law, MASCE currently excels as a procurement and contract management consultant for the World Bank, a role he commenced in 2013. In this present capacity, he delivers training sessions and works with a team of specialists to promulgate new regulations for his specialized engineering and legal expertise. He has also found success as a senior lecturer for Modern Education for Kurdistan since 2017. In 2006, Mr. Al-Kazzaz retired from the civil service and subsequently joined work with the World Bank

Prior to his current role, Mr. Al-Kazzaz served as the sector manager at the Iraqi consultancy firm Etiman Managing and Consultancy Services (EMCS) from 2006 to 2013, in charge of management, with a team of engineers, of eight sectorial projects. After 2013, he joined the World Bank as a procurement and management consultant.

Mr. Al-Kazzaz served as the director general for a number of entities in the Ministry of Construction and Housing in Iraq for nearly 14 years, having also been the counselor to the Minister of Housing and Construction prior to retirement. Earlier, he gained initial expertise as a director in Al-Rasheed State Contracting Co. from 1988 to 1992. He started his career as a civil engineer in 1977.

Mr. Al-Kazzaz recalls his most profound professional achievement was serving as the project manager of one of the biggest projects in Iraq during the 1980s, enduring the Iraq-Iranian War as well as participating in the reconstruction and rehabilitation of Iraq after the war of 1991.

Mr. Al-Kazzaz matriculated at Baghdad University, where he attained a Bachelor of Science in civil engineering in 1971 and a Master of Science in civil engineering in 1974, majoring in highway design and transportation planning. Later, in 2004, he attended Al-Turath University College and achieved his Bachelor of Law.

Today, Mr. Al-Kazzaz maintains membership with the American Society of Civil Engineers, having been the vice president of the Iraq Chapter since 2004. The recipient of several awards from the Ministry of Housing and Construction and the World Bank, he attributes his success to his devotion, honesty, passion and love for his work. Looking ahead, Mr. Al-Kazzaz hopes to make a difference in every aspect of the civil engineering profession, along with its legal aspects.
